How to dispose your PMD and electric scooter (e-scooter)

Wrong way to dispose a non UL2272 electric scooter

This is not the right way to dispose your e-scooter. You can dispose it at designated disposal point or trade-in with MOBOT.

On 20 September 2019, the Land Transport Authorities (LTA) announced the Early Disposal Scheme for Non-UL2272 Personal Mobility Devices (or e-scooters).

The purpose of the Early Disposal Scheme is to encourage owners of non UL2272 certified e-scooters to dispose their e-scooters much earlier than the 30 June 2020 deadline. This is to further minimise the fire incidents arise from non UL2272 certified e-scooters.

From 23 September 2019 to 1 July 2020, you can dispose of your e-scooter at designated disposal points set up by LTA-appointed e-waste recyclers across HDB estates, at no cost. After 1 July 2020, you would have to bring your e-scooter to participating e-waste recyclers such as Virogreen.

The other solution, especially if you still need a mobility device, is to trade-in with MOBOT.

Note 1: The LTA $100 Early Disposal Incentive scheme ended on 31 December 2019.

Here comes the even good news!

Even though the Early Disposal Scheme ended on 31 March 2020, MOBOT’s trade-in program continues till 31 Dec 2020. In other words, you can get a special trade-in price with MOBOT with your deregistered non UL2272 e-scooter.

What if you prefer to just dispose your old e-scooter?

In this case, you would have to dispose your e-scooter at any of the participating e-waste recyclers.

Please take note that you may have to pay to dispose your e-scooter.

 

If your e-scooter is registered with LTA:

  1. Log in to www.onemotoring.com.sg with your SingPass/CorpPass.
  2. On the dashboard, at the “Your vehicles” section, click on the tab of your e-scooter registration number and click on “De-register e-scooter”.
  3. or go to “Digital services” and select “De-register e-scooter”.

Once you have deregistered your e-scooter, ensure it is not kept or used on any public paths.

 

If your PMD is not registered with LTA:

  • You can dispose of your PMD(s) at any of the participating e-waste recyclers.

What if your e-scooter is a non LTA compliant or not registered?

Do not worry. You still can trade-in MOBOT.

You will still need to bring your e-scooter to any of the designated point for disposal.

Example: Non UL2272, non LTA compliant / not registered

New DYNAMIC MINI 16 ebike: $1,499

Frequently Asked Questions (FAQ):

Here are some of the frequent asked questions on LTA Early Disposal Scheme.

1. I have an unregistered e-scooter. Can I get the early disposal incentive?

No. The e-scooter must be registered with LTA and affixed with both the registration and identification mark.

2. My non UL2272 is LTA registered but I lost the registration mark. I still have the registration receipt. Am I still eligible for the early disposal incentive?

No. The e-scooter must be affixed with the registration mark.

3. I bought a cheap UL2272 e-scooter 3 months ago for $299. I do not find it suitable. Can I dispose and get the early disposal incentive?

No. The Early Disposal Scheme is to encourage non UL2272 e-scooter owners to switch to UL2272 certified earlier. Therefore only non UL2272 e-scooters are eligibile.

4. I deregistered my non UL2272 e-scooter before the annoucement was made. I still have the e-scooter. Can I bring it to the designated disposal points to claim the incentive?

No. The Early Disposal Scheme is applicable to registered non UL2272 e-scooters. If you have deregistered before 23 Sep 2019, you are not eligible for the incentive. Nevertheless, you can still can bring your old e-scooter to any of the designated disposal points for proper disposal at no costs.

5. Do I have to pay any disposal fee?

No. From now till 31 Mar 2020, disposal of any e-scooters at the designated disposal points is free of charge. It is highly that after 31 Mar 2020, a disposal fee may be implement as recycling e-scooter is a labour intensive process.

6. I understand that I have to login to LTA onemotoring to apply for disposal first. But I do not have a Singpass. What should I do?

It is unlikely you do not have a Singpass as during the initial e-scooter registration, you would need to login to LTA onemotoring using your Singpass to register.

Nevertheless, you can apply for a Singpass via www.singpass.gov.sg

7. The e-scooter is registered under the previous owner name. He did not transfer the e-scooter to my name so as to save the transfer fee. What should I do now?

The registered owner will need to personally perform either the online application for disposal or bring the e-scooter to the disposal point.

Therefore you can advise him to performs the online application and indicate your NRIC and contact details in the application. The $100 incentive will be given to the registered owner (ie previous owner). Therefore you would have to discuss and agree beforehand.

8. Can I get my brother to bring to the e-scooter to the disposal point?

Yes. You can authorised someone to bring the e-scooter to the disposal point. At the application stage, you would need to indicate the authorised person NRIC and contact details.

9. Can I register now and only dispose the e-scooter on 30 Jun 2020?

If you wish to receive the early disposal incentive, you have to apply and dispose your e-scooter no later than 30 Nov 2019.

In addition, the free disposal at the designated disposal points is only available until 31 Mar 2020. Disposal fees may apply after that.

10. The LTA registration mark affixed on my e-scooter is not legible. Am I still eligible for the early disposal incentive?

If the registration Mark is damaged, at least one legible character on the registration mark must match the corresponding character on the identification mark. But if the registration mark had signs of tampering or display the word “void”, then you are not eligible for the incentive. Nevertheless, you can still can bring your old e-scooter to any of the designated disposal points for proper disposal at no costs.

11. I want to trade in old e-scooter with MOBOT. Does it means that I cannot apply for the early disposal incentive?

MOBOT has extended the trade-in program to include the early disposal incentive. This is to allow you to get both the trade-in value and the early disposal incentive.

When you trade-in with MOBOT, we will provide a trade-in value which you can use to offset the purchase of a new UL2272 e-scooter. MOBOT will not take back the old e-scooter, rather we would allow you to bring it to the designated disposal point for proper disposal. Neverthless, you need to show us proof that you have already applied for disposal.

12. What do I need to do after I apply online to dispose my e-scooter?

If you successfully apply, you will receive an sms confirmation. Bring along the sms confirmation, NRIC and e-scooter to any of the designated disposal points.

Please make sure the e-scooter is affixed with the registration and identification mark.

13. Can I go down to any of the e-scooter disposal point at my conveneient date and time?

All the disposal points located in the heartlands have a specific date and time. The recycling compaines will only be there on the stated date and time.

They will need to receive and acknowledge the e-scooter. Therefore you cannot leave your e-scooter there and expect it to be pick up.

14. How will I recevie the incentive?

After you dispose the e-scooter at the designated disposal point, the incentive will be credited into your bank account within 2 weeks.

Please note that LTA reserve the sole right and discretion to decide on the eligibility of any applicant and registered e-scooter for the early disposal incentive.

15. Does it means that if I want to trade-in my e-scooter with MOBOT, I cannot get the early disposal incentive?

MOBOT has extended the trade-in program to include the early disposal incentive. This is to allow you to get both the trade-in value and the early disposal incentive.

When you trade-in with MOBOT, we will provide a trade-in value which you can use to offset the purchase of a new UL2272 e-scooter. MOBOT will not take back the old e-scooter, rather we would allow you to bring it to the designated disposal point for proper disposal. Neverthless, you need to show us proof that you have already applied for disposal.

16. My non UL2272 e-scooter is worth more than $100. Can I negotiate for a fair value?

The Early Disposal Scheme has an incentive element to encourage non UL2272 e-scooter owners to switch to UL2272 e-scooter earlier. As an incentive, it does not take into consideration the brand, model, specifications and condition of the e-scooter.

The e-scooters will be handled by recycler compaines who will be follow proper recycling procedures.

17. Who are those compaines that manage the disposal points?

They are recycling compaines appointed by the authorities. They are not second hand dealers, trading compaines or retailers.

They are proper recycling compaines where they will strip the e-scooter into the different components for proper recycling.

One of the appointed recycling company is Virogreen who is also our recycling partner for e-scooters.
